your answer is correct. But coverage frontier is defined using both water coverage and sanitation facility. Since Bangladesh has highest water coverage, no other country can dominate it and similarly the case for Philippines and sanitation facility.

what I thought is the country having highest water coverage and sanitation facilities will be called coverage frountier.
