B. " Clearly, the government has not bothered to eradicate poverty. " : Here the keyword "clearly" is there and which suggests that it is the consequence of some factor..Hence the given statement can be termed as "inference".

C and D statements are representing some information or scenario which is at present.Hence can be termed as "facts"..
