Neither are strong.

Strong argument: Must be related to the statement, supported by facts not intuitions.

Weak argument: Not related to the statement or not supported by facts. Can be a personal opinion/claim or personal wish.

Here, for argument $1$, there is no fact given to support the claim. Same thing applies for statement $2.$

2. No, Foreign Films are of a high artistic standard // it is the positive effect
