No- B is not true. ABC and BAC are same here, still only option 4 is correct.

Here traffice congestion can be hazardous to health not just by only  increase in carbon monoxide by traffic congestion, but it can be hazardous to health by some other reason making option B not correct ...

am I thinking right sir  ??
