March rainfall $= 40+60+60+50+70+80+30=390 \; \text{cm}$

Similarly,

April rainfall almost $1200 \; \text{cm}$

September rainfall almost $520 \; \text{cm}$

November rainfall almost $1380 \; \text{cm}$

Answer: $\text{(C)}$ March rainfall is lower than September rainfall in each location
